It is two straps, not one
A flat-screen TV on a stand is two tip-over hazards stacked. A toddler pulling on the TV pulls the TV off the stand; a toddler climbing the stand's drawers or shelves brings the stand and the TV down together. The CPSC's February 2024 summary of its tip-over report put televisions in 47 percent of the 217 fatalities it counted from 2013 through July 2023, and 55 percent of those deaths were children between one and three. So the job is: anchor the stand to a stud like any dresser, then strap the TV to the stand or to the wall. Safety 1st's HS304 strap is sold specifically for the combined configuration, TV to furniture and furniture to wall, which is the configuration the CPSC's Anchor It! campaign recommends. The stand on its own is a normal furniture anchor job, ranked in best furniture anchors.
The better answer: mount it
The CPSC's first recommendation is to mount flat-screen TVs to the wall on a bracket rated for the TV's weight, into studs. A wall-mounted TV cannot tip, and the stand under it becomes an ordinary cabinet. If you own the wall and the TV is under 65 inches, a rated bracket costs about what two straps do and removes the hazard rather than restraining it. Critical weighting. No maker states ASTM F3096 on the pages we checked; QuakeHOLD! is the only one to state a size and weight limit for its TV strap, and Safety 1st the only one to publish the three-way configuration. Installation truth separates screws from adhesive: a strap screwed into the TV's VESA holes and a stud is the anchor; an adhesive strap is a renter's compromise and is scored as one. Placement, per the CPSC
When anchoring is not possible, the CPSC's guidance is to place the TV on a sturdy, low base, push it as far back as it will go, and keep cords out of reach. Do those anyway. A TV at the back of a low, deep stand with the cords tucked behind is a TV a toddler cannot get a hand on; a TV at the front edge of a tall narrow stand with the cable dangling is a TV waiting for a pull. Old tube TVs are the worst case: heavy at the front, and never on a dresser.
