Best baby gates for stairs: the hardware gates that belong at the top, and what to use at the bottom

Why the top of the stairs is a hardware-only job

A pressure gate is a spring-loaded bar wedged between two walls. Everything that holds it in place is friction, and a 25-pound toddler leaning into the top rail is a lever working against that friction. The federal rule for gates, 16 CFR part 1239, incorporates ASTM F1004, and when the CPSC updated it to the 2022 edition the one substantive change it explained was moving a warning onto its own label: “You MUST install wall cups to keep the gate in place. Without wall cups, child can push out and escape.” That label exists because pressure gates get pushed out. At a doorway, a pushed-out gate is a mess. At the top of a staircase it is a fall down the staircase with the gate.

Manufacturers say it themselves. Regalo's product page for its pressure-mounted Easy Step reads “never use at top of stairs.” Babelio's page for the PressGuard C5 recommends hardware-mounted gates for the top of stairs. North States' condition for using the Easy Swing & Lock at the top of stairs is that the gate must never swing out over them. The second reason is the threshold. Pressure gates have a bar across the bottom of the opening to carry the spring load. At the top of the stairs that bar is exactly where an adult carrying a baby puts a foot in the dark. Every hardware gate here has no floor bar.

Measure before you buy

Measure the opening at the height the gate's hinge and latch will sit, not at the floor and not at eye level, and measure it twice: once wall to wall, and once from baseboard face to baseboard face if the baseboards are in the way. Regalo publishes six different opening ranges for its Top of Stairs gate depending on whether you have two bare walls, one baseboard, two baseboards, a post and a wall, or two posts; that is not fussiness, it is what determines whether the gate fits. Then find the wood. A hardware gate wants a stud, a newel post or a solid door frame on each side. Check the angle too. Landing walls are often not square to each other, and most hardware gates want parallel mounting surfaces. The Cardinal SS-30 and the KidCo Safeway both allow an angled hinge mount; the others do not, which is why the Cardinal is first.

A note on what “certified” means here. JPMA certification (now run as the Baby Safety Alliance program) means the manufacturer had the gate tested by a third party to ASTM F1004. Some good gates, KidCo's Safeway among them, do not state a certification on their product page. We do not assume one; the card says so and the score reflects it. What about the bottom of the stairs?

The bottom of the stairs is a different problem. A gate there stops a crawler from climbing up, and if it is pushed out the child falls onto the floor, not down a flight. A pressure gate is acceptable at the bottom of the stairs with its wall cups screwed to the wall, which is what the standard's warning label is about. The Regalo Easy Step and the Babelio PressGuard C5 both ship with wall cups; Safety 1st says in plain words on its Easy Install gate that pressure mode must never be used at the top of stairs.
