How to childproof a pool: five layers, in the order the CPSC lists them

The numbers

The CPSC's 2026 report: an average of 376 children under 15 fatally drowned in pool- or spa-related incidents each year from 2021 to 2023, nearly 80 percent of them under the age of five, and about 5,900 nonfatal drowning injuries a year treated in emergency departments from 2023 to 2025. Its recommendation is layers of protection: barriers to prevent an unsupervised child from accessing the water, door alarms, pool covers, self-closing and self-latching devices on gates and doors that access pools, and a designated adult water watcher. The five layers below are that list in the order it matters.

Layer 1: fence and gate

A fence on all four sides, isolating the pool from the house (a house wall as one side means a door leads straight to the water, which is why layer 2 exists). Removable mesh fences built to ASTM F2286 drop into drilled deck holes; WaterWarden's listing states the standard. Height is 4 feet by CPSC guidance and 5 feet under many local codes, California among them. The gate is a separate purchase and it is the whole point: self-closing hinges, a self-latching catch mounted high, tested every single time. Layer 2: the doors

Every door from the house to the yard gets a door alarm: Poolguard's DAPT-2 is UL 2017 listed, sounds 85 dB seven seconds after the door opens unless an adult presses the bypass, and runs a year on a 9-volt battery. Layer 3: the pool alarm

An in-pool alarm sounds when something the size of a small child enters the water. Poolguard's PGRM-2 is certified by NSF to ASTM F2208, is designed to detect an entry similar to a one-year-old child, covers pools to 20 by 40 feet, and cannot be casually switched off once it is in the pool; the remote receiver reaches 200 feet into the house. It is a last layer, because it sounds after the child is in the water; it is also the layer that catches the gate someone left open. Above-ground pools use the floating SB2 version.

Layer 4: covers, ladders, toys

An above-ground pool's ladder is the way in; remove it or lock it up whenever the pool is not in use. Toys left floating are the reason a child leans over the edge; clear them out. A safety cover or net is a barrier only while it is on, so if you use one, putting it back after every swim is the rule, not a suggestion. Empty kiddie pools, buckets and coolers the moment you are done with them; a toddler can drown in inches.

Layer 5: the water watcher

Whenever the pool is in use, one adult is the water watcher, watching the water and not a phone, a grill or a conversation, and the job is handed off by name, out loud.
